Financial Assistance – Short Turnaround (FAST)

The FAST Loan Program is designed to provide small dollar loans to small businesses and family farms located in Fresno, Kern, Madera, and Tulare counties. The Loan proceeds can be used for equipment purchases, inventory replenishment, entry and registration fees, and technical assistance. The process to apply for a FAST loan is simple and streamlined. Minimal documentation is required. Once all required documents are submitted, loans can be approved in as little as two business day, and funds available within ten days.

• Loan Purpose: Business Purpose Only
• Size of loan: $1,000 – $5,000
• Term: Up to 36 months (3 years)
• Interest Rate: 9% fixed
• Qualifications: 1 year in business; no minimum FICO; consistent payment history; no liens; total gross annual revenues of < $1 million
• Collateral: UCC-1, Titled vehicle may be required
• Availability: in as few as 10 days
• Loan Fees: $100.00 fee
• Pre-Payment Penalty: None
• Payments: Automatic payment from Citizens Business Bank required
• Pre and Post Technical Assistance Available: No Cost to borrower

• Loan Application
• Purchase/Sales Order
• Copies of most current three months’ bank statement
• Copy of valid driver’s license or identification card
• Copy of most recent Federal Tax Returns for the business
• ACH Authorization form
• Technical Assistance Consent Form
• Projections for the current Business year
• Proof of Business Documents – (Have 1 of the 4 below)
  • Fictitious Business Name Statement
  • Legal Entity Documents
  • Board of Equalization Seller’s Permit
  • City License
